Linux: enabled commander module
...
The commander module now compiles for Linux.
state_machine_helper_linux.cpp iterates over the virtual devices vs
all devices under /dev as per NuttX when disabling publishing.

Set full voltage correctly to ensure percentage range fits. Force all users to new value by param renaming. Since this will tend to show batteries as more drained than before, this is a change in a safe direction and will not trigger unnoticed discharges.

Add Gumstix AeroCore device
...
Based on the work of Andrew Smith [1], add board configuration and device
drivers to support the Gumstix AeroCore (previously Aerodroid) board [2]. The
AeroCore is an autopilot board based on a STM32F427 similar to the FMUv2.
