build(simulation): update Gazebo Classic lockstep plugin

Advance the Gazebo Classic submodule to the branch containing the lockstep actuator wait and TCP close fixes.

The submodule update preserves simulator sensor flow during actuator wait gaps and prevents normal client shutdown from leaving the plugin polling a closed connection.
