J. Nick Koston 19bd6ab1a0 Log the not applicable fallback at info 
Orchestrators pass the flag without seeing YAML toolchain overrides;
the expected no-op should not put a warning in every job log. The
macro drift fallback keeps its warning, since there the user asked for
something the tree could normally do.

The macro drift warning now prints once per run; the serial --device
rejection only applies where the flag does, so other platforms keep
their ignore and warn behavior; the added lines comment points at
idf_macro_matches instead of a removed module.

An orchestrator like the Device Builder cannot see a YAML toolchain
override; a full build is always a safe outcome, so the flag is
ignored with a warning rather than failing the compile.

J. Nick Koston 392d6a414c Move cleanup to the mode flip, hint from the backend, drop cache leftovers 
The stale artifact cleanup now runs where the mode changes, in
run_reconfigure, so a failed build after a flip cannot leave a skip
tree with full mode leftovers. Upload error hints come from the native
backend's missing_image_hint instead of platform checks in the CLI, and
idf_macro_matches takes the IDF path instead of importing the toolchain
back. The flag now errors on unsupported platforms and on a serial
--device before compiling, and the macro drift fallback warns instead
of logging at info. Also drops leftovers from the removed cache: the
parse_sdkconfig helper, the _idf_target wrapper and two stale comments.

J. Nick Koston 3216c36780 Add --skip-bootloader for OTA only builds 
A plain OTA update never flashes the bootloader, so a caller that knows
the build will only ever go out over OTA can skip building it and the
factory image entirely. A stale factory image is removed so downloads
cannot serve one whose app is older than the OTA binary, and a serial
flash or OTA --bootloader on such a tree explains what to do instead of
failing on a missing file.

J. Nick Koston 9e1a3a02c3 Remove the bootloader cache 
A plain OTA update never delivers the bootloader; the device keeps the
one it has, so caching what we build for it was solving the wrong
problem. The disable machinery (the CMake macro override, its drift
tripwire and the bt idf_target fix) stays; the next commits turn it
into an explicit skip switch for builds that will only ever flash over
OTA.
