A plain OTA update never flashes the bootloader, so a caller that knows the build will only ever go out over OTA can skip building it and the factory image entirely. A stale factory image is removed so downloads cannot serve one whose app is older than the OTA binary, and a serial flash or OTA --bootloader on such a tree explains what to do instead of failing on a missing file.
