Andrew Tridgell fcd89eec19 GCS_MAVLink: reject extended storage and progress writes 
IN_PROGRESS is a reply status, so reject it before any AP_Param conversion. Keep output space checks at the base payload length because ArduPilot sends zero extension fields even though the protocol now allows 128-byte custom values.
