The target actually fails to compile if it is not embedded the hwdef.dat file as there are no filesystems at that point

hwdef: fix luminousbee5 parameters

Removed the skybrush-fork parameters to a blank include file. This will
be easier to maintain for their fork, and prevents the param check CI
from complaining about non-existent parameters.
Also fixes an errant rename of GPS_SBAS_TYPE to GPS1_SBAS_TYPE that
occurred in 1d4e0a78

board_types: reassign CarbonixL496's board ID
...
The HolybroG4_GPS accidentally got assigned the same ID when it was
introduced. The CarbonixL496 was obscure enough to delete entirely and
reassign the ID to the HolybroG4_GPS.
