Peter Barker 76a39dc4df Tools: fix flake8 B008 errors, methods-in-function-definitions 
e.g.

./Tools/scripts/param_check_all.py:180:40: B008 Do not perform function calls in argument defaults.  The call is performed only once at function definition time. All calls to your function will reuse the result of that definition-time function call.  If this is intended, assign the function call to a module-level variable and use that variable as a default value.

Peter Barker fa578cbb35 Tools: create PlaneTests1c to hold malfunctioning test/s 
allows for moving a test which we want to continue to run into a suite which runs quickly.  Means retrying doesn't take so much CI time up.

Peter Barker 32c3bfa4b9 Revert "Tools: add and use ability to get HWDef for board out of BoardList" 
This reverts commit 721ed65003.

This commit causes issues on the 4.6 branch as hwdef.py doesn't exist.

We copy board_list.py back as part of build_binaries.py but not all of the hwdef.py files, so the script doesn't start.

It is unclear to me why we copy board_list.py back, it doesn't seem necessary or correct, rather build_binaries.py should adapt to whatever is on the branch it is trying to build.
