Anil Kircaliali c5e1372058 feat(rtl): add RTL_TYPE 6 prioritizing home over rally points with battery reachability check (#26968) 
Return home if the estimated flight time to home fits within the
remaining battery time; otherwise return to the closest rally point.
If the battery time estimate is unavailable, return to the closest
safe point (home or rally).
