build(cmake): bump lockstep_scheduler minimum to 3.10 (#27017)

CMake 3.27+ warns on cmake_minimum_required(VERSION < 3.10), and CMake
4.x will make it a hard error. Align the lockstep_scheduler subdir with
the root CMakeLists.txt, which is already at 3.10.
