Make wxSpinCtrlDouble::SetIncrement() update digits in wxQt too

This is similar to commit 3481598cc6 "Make wxSpinCtrlDouble::SetIncrement()
update digits in wxGTK too" (committed on Apr 25, 2021) which makes the tests
pass under wxQt.
