Document all font encodings

Browse Source 
Document all of them and make explanations more consistent.
Also, `wxFONTENCODING_MACVIATNAMESE` was misspelled. Replaced it with `wxFONTENCODING_MACVIETNAMESE` and kept `wxFONTENCODING_MACVIATNAMESE` as an alias for backward compatability.
Fixed missing "!<" in doxygen comment.
