Restore correct version of libwebp submodule

The (correct) change of 0a215ab123 (Move dummy libwebp config file,
2025-05-12) was accidentally reverted in d9cc93260d (wxMSW: Fix
wxOverlay window position for RTL layout, 2025-05-17), undo this now.
