The "powerpc/shared/console" code has the start-up console value fixed
at 9600 baud. This changes the hard-wired constant "9600" in the code
to the configuration setting "BSP_CONSOLE_BAUD" and adds configuration
support in both the "waf" and the legacy configuration systems.
Note that the VME BSPs beatnik, mvme3100, and mve5100 can be improved
by adding a "mvmexxxx" BSP family. This configuration change, as well
as future configuration changes, could then be made in a "grp.yml" file.
rtems_dhcp_failsafe() can be configured at compile time with
various options. This change makes it possible to instead configure
it at runtime.
This will make it marginally larger. I haven't measured the difference
but I'll guess it's in the lower hundreds of bytes. The change could be
modified to leave it either compile time or run time configurable,
I prefer the simplicity of a single method.

Also cleanup:
* Remove un-needed interrupt disables.
* Address errata "e989: FLASH: Disable Prefetch during programming and erase"
* Use RTEMS_ARRAY_SIZE() macro instead of own macro.
- A typo prevents if_smc.c from being built when configured;
- The argument passed to the interrupt handler was incorrect and the
addition of support for RTEMS_INTERRUPT_SHARED exposed it;
- A "#ifdef DEBUG" is supposed to be "#if DEBUG" since 0 is supposed to
make it quiet.
