cpukit/libcsupport: Fix the file groups

Nineteen files named a group which no file defines.  The names
Associativity, SET, ClassicCache, libio, Device and utsname had no
definition.  Two files left the @ingroup argument empty.  Nine files
had no @ingroup at all.  Seven sources sat in the API group
RTEMSAPIKernelCharIO, which holds the interface they implement.

Point the associativity files at RTEMSImplAssociativity and the kernel
character files at RTEMSImplKernelCharIO.  Give the nine files without
a group the group of their neighbours.  The file sup_fs_deviceio.c
implements the header which defines IMFSDevices, so it joins that group.

Thirty-one files still have no Doxygen block.  A later commit adds them.
