bsps/riscv: Fix software interrupt dispatching

In SMP configurations, there may be no software interrupt handler
installed when the software interrupt is processed.  Add the new
interrupt handler dispatch variant
bsp_interrupt_handler_dispatch_unlikely() for this special case.
