bsps/mips: Move the CPU counter to the BSP

The CPU port listed the placeholder of no_cpu, which counts up by one
per read and reports a frequency of one gigahertz.  A BSP with real
counter hardware could not replace it: the definition is linked with the
CPU port, so a second one collides.  Every other architecture leaves the
CPU counter to the BSP for this reason.

Use the identical placeholder of the BSP layer in the six mips BSPs
instead.  Nothing changes for them, but the way to a real counter is
open.
