* Add Aftermarket Keycult (Per Key RGB) PCB Support

* Well since local lint and the real lint argue...I'm keeping to what I know and removing rules.mk.  I'll fix C formatting later...again local lint thinks it's great.

* literally lowercased already locally and git has it cached...I hate working with git.

*This code is specifically for the aftermarket QMK PCB maintained by Jubakuba that enables QMK with Per-Key-RGB for the Keycult TKL. This firmware should NOT be flashed on the stock PCB. The PCB needs to be ordered using a PCB provider using the hardware link below. This PCB will fit in the Keycult TKL keyboard and work as expected.*

## Bootloader
Enter the bootloader in 3 ways:
* **Bootmagic reset**: Hold down the key at (0,0) in the matrix (usually the top left key or Escape) and plug in the keyboard
* **Physical reset button**: Briefly press the button on the back of the PCB - some may have pads you must short instead
* **Keycode in layout**: Press the key mapped to `QK_BOOT` if it is available
