Antoine Juckler 02db473e97 drivers/eeprom: Set the bus frequency ...

Add EEPIOC_SETSPEED ioctl acting like the MTDIOC_SETSPEED ioctl. The
default frequency is settable in the Kconfig.

Add xx25xx SPI delay control configurations.
