To ensure consistency, in all places where the "sendmsg" function is used
either directly or indirectly, the type of the "struct msghdr *msg" parameter
needs to be modified to "const struct msghdr *msg".

dup2 and setsockopt can use the lock in conn to protect resources,
the lock in accept is originally used to protect the connection status.
however, only the send, recv, netpoll, and connect processes will
check this flag. only when the interface returns will the corresponding
conn structure be exposed to the caller, and then the above operations
can be performed. Therefore, this net_lock is not necessary.

Some third-party network libraries use PACKET_ADD_MEMBERSHIP to add MAC
addresses to devices, and this patch can add support for this.

When using usrsock to pass the network interface name, omitting "\0" will cause the host to parse extra characters. therefore, the tail section should be inspected during device binding.

Summary:
Implementation in accept4 is special, the requested newsock is saved as filep->priv. This will cause sock_file_close to use fs_heap_free filep->priv during close. When fs_heap is configured, the released memory will not be on fs_heap, causing a crash.

Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

Adds support for timestamping received UDP packets, either in
hardware or in kernel. Builds on the existing support of SO_TIMESTAMP
for SocketCAN.
Implementation uses CLOCK_REALTIME for timestamping to match the
behavior of Linux. This could be made configurable in future if needed.
Changed implementation to use the Kernel network stack when
usrsock daemon returns an error.
This change allows the Kernel network stack to be used instead
of UsrSock when opening a Socket at a time when a VPN configured
with TUN is enabled.
1. Update all CMakeLists.txt to adapt to new layout
2. Fix cmake build break
3. Update all new file license
4. Fully compatible with current compilation environment(use configure.sh or cmake as you choose)
------------------
How to test
From within nuttx/. Configure:
cmake -B build -DBOARD_CONFIG=sim/nsh -GNinja
cmake -B build -DBOARD_CONFIG=sim:nsh -GNinja
cmake -B build -DBOARD_CONFIG=sabre-6quad/smp -GNinja
cmake -B build -DBOARD_CONFIG=lm3s6965-ek/qemu-flat -GNinja
(or full path in custom board) :
cmake -B build -DBOARD_CONFIG=$PWD/boards/sim/sim/sim/configs/nsh -GNinja
This uses ninja generator (install with sudo apt install ninja-build). To build:
$ cmake --build build
menuconfig:
$ cmake --build build -t menuconfig
--------------------------
2. cmake/build: reformat the cmake style by cmake-format
https://github.com/cheshirekow/cmake_format
$ pip install cmakelang
$ for i in `find -name CMakeLists.txt`;do cmake-format $i -o $i;done
$ for i in `find -name *\.cmake`;do cmake-format $i -o $i;done
