debug.h is a NuttX-specific, non-POSIX header. Placing it in the
top-level include/ directory creates naming conflicts with external
projects that define their own debug.h.
This commit moves the canonical header to include/nuttx/debug.h,
following the NuttX convention for non-POSIX/non-standard headers,
and updates all in-tree references.
A backward-compatibility shim is left at include/debug.h that
emits a deprecation #warning and re-includes <nuttx/debug.h>,
allowing out-of-tree code to continue building while migrating.

Correct duplicate "is is" word found in 181 files throughout the
codebase.
In most cases "is is" was changed to "is", but in contexts like
"MCU is is sleep mode" it was corrected to "MCU in sleep mode".
Also fixes a "the the" typo in net/inet/inet_sockif.c.
This is a pure style/documentation fix that improves code readability.

When writing to the next sector after the forward position has been written
by seek, the old sector buffer is used, which may corrupt the file system.
Therefore, the sector buffer must always be updated after a writing by seek.

currently, nuttx implements readv/writev on the top of read/write.
while it might work for the simplest cases, it's broken by design.
for example, it's impossible to make it work correctly for files
which need to preserve data boundaries without allocating a single
contiguous buffer. (udp socket, some character devices, etc)
this change is a start of the migration to a better design.
that is, implement read/write on the top of readv/writev.
to avoid a single huge change, following things will NOT be done in
this commit:
* fix actual bugs caused by the original readv-based-on-read design.
(cf. https://github.com/apache/nuttx/pull/12674)
* adapt filesystems/drivers to actually benefit from the new interface.
(except a few trivial examples)
* eventually retire the old interface.
* retire read/write syscalls. implement them in libc instead.
* pread/pwrite/preadv/pwritev (except the introduction of struct uio,
which is a preparation to back these variations with the new
interface.)
The upper layer expects -ENOTTY is returned if ioctl command is not
found in file system specific implementation.

The FIOC_FILEPATH ioctl call is required if smartfs is to be used
together with inotify monitoring system. This implements the
call support to smartfs file system. The path to the file has to
be stored in smartfs_ofile_s structure during file open (and is freed
during close) as smartfs currently is not able to obtain the path
knowing only the file node. The full path is concatenated with the file
name and creates the full path needed for inotify to detect whether
the file is on the watchlist.

If a existing file is opened with truncate mode e.g. fopen(file, "w+"),
the file size will be incorrect after writing any data to the file.
Before writing to the first sector, the reading is performed again.
As a result, it makes an invalid file size. When a sector buffer is used,
it must also write to the first sector.
and implement all status related change function. the individual
file system change will provide in other upcoming patchset.

If a existing file is opened with overwriting mode e.g. fopen(file, "w+"),
the file size will be incorrect after writing any data to the file.
This bug is caused by previous commit 10903b5, and its changes should be
limited to only O_APPEND mode.
