Currently the mdio communication is part of the monolithic 'full netdevs'.
This commit serves as an way to add modularity for the netdevs drivers.
A new upperhalf/lowerhalf mdio device comes with this commit that manages the data transfer ofer mdio interface.

This commit removes existing support for the NCV7410 10BASE-T1S MAC-PHY.
The driver will be replaced by its generalized version with different organization.
The new driver has naming clashes with the old, therefore the old has to be removed first.

Also extend the "struct phy_desc_s" to support for 1GB PHY's, the speed
detection always needs more than one bit.

Add a static port-based VLAN configuration for KSZ9477 switch. This doesn't
use the VLAN tagging, but is a switch's internal mechanism to simply configure
if the packet forwarding is allowed from one port to another.

Add the Sim WiFi function, which can provide the wifi operating on nuttx sim emulator,
and support two modes that simulate wifi, HWSIM and RNC(real network card).
- In the HWSIM mode, we simulates two wlan interfaces. The wlan0 is STA and
the wlan1 is AP. The wlan0 can connect to the wlan1 in the nuttx simulator.
- In the RNC mode, we can use the same wlan interface name on the nuttx simulator
to control the connection behavior of the real wireless card.

If TELNET_CHARACTER_MODE is set, the ECHO must be handled by the telnet server.
So this option is useless. We need a new approach to control the ECHO behavior.

MACRAW mode (i.e. bypassing the integrated protocol stack).

* The appropriate size of stack varies among archs.
E.g. for 64-bit sim, 2048 is way too small, especially when the task
happens to use host OS functionalities.
I plan to allow an arch provide its own default.
* I plan to use this to replace hardcoded "STACKSIZE = 2048" in APPDIR.
This commit does two things:
1. First, it reorganizes the driver Kconfig files so that each is self contained. Before, a part of the driver configuration was in drivers/Kconfig and the rest was in in drivers/xyz/Konfig. Now, all of the driver configuration is consolitated in the latter.
2. Second, this commit correct numerous serious errors introduced in a previous reorganization of the driver Kconfig files. This was first noted by Nicholas Chin in PR270 for the case of the drivers/i2c/Kconfig but some examination indicates that the error was introduced into several other Kconfig files as well.
The nature of the introduced error was basically this:
- Nothing must intervene between the menuconfig selection and the following conditional configuration otpions.
- A previous PR erroneously introduced unconditional options between the menuconfig and the following confditional logic, thus corrupting the driver menus.
This error was easy to make because the driver Kconfig files were not well modularized. Making them fully self-contained should eliminate this kind of error in the future.
