cmake: move NUTTX_CHIP_ABS_DIR before common src

Browse Source 
Some APIs are implemented both in common code and CHIP-specific code,
and the link needs to be based on the implementation in CHIP, so move
NUTTX_CHIP_ABS_DIR before common src.
