J. Nick Koston dcacc81223 Do not remember a target whose scope id does not fit 
sin6_scope_id is 32 bits wide and a host build can hand out an interface
index above 255, which a truncated byte would turn into the wrong
interface. Refuse such a target instead, and word the warning so it covers
every reason the peer cannot be dialed.

J. Nick Koston 10ada02372 Bound the dial delay by the configured reboot timeout 
A shorter reboot_timeout than the delay rebooted the device before it ever
dialed, and the fixed bound also rejected a long delay that a long timeout
allows. Also keep the interface a link-local IPv6 target came in on, so it
is still routable after a reboot.

J. Nick Koston 010d63b642 Reject a host the device cannot parse 
cv.ipaddress accepts a scope id, which neither inet_pton nor inet6_aton
takes, so a config that passed validation could never dial. Reject it, and
fold a v4-mapped address to plain IPv4 so it works without an IPv6 build.

Neither socket nor core has a constant for the bytes in an IP address, so
name it here, and take the IPv4 length from the field being copied.

J. Nick Koston 0120c10bf8 Keep a remembered target when enable_ipv6 changes 
The saved blob now has room for an IPv6 address in every build, so a
remembered IPv4 target is still dialed after IPv6 is turned on. Preference
slots are positional on ESP8266, so a size that followed the build also
shifted every preference registered after this one.

J. Nick Koston e5fe697b56 Trim the flash and RAM cost of the outgoing connection option 
Keep the listen socket inline in setup() so no build pays for an extra
function, log every reason not to dial from one verbose call site, drop
the v4-mapped prefix table in favour of word compares, and route the
config tests through the public schema entry points.
