docs: update Environment and Package Management entries

Browse Source 
- Move pyenv-win as sub-entry under pyenv
- Add uv to Environment Management
- Remove pip-tools sub-entry from pip
- Add pipx and mamba entries
- Remove hatch entry
- Update uv description in Package Management
