feat: add azure-sdk-for-python to Cloud Providers

DevOps audit adjudicated by maintainer 2026-08-16: obvious choice. Umbrella repo published as per-service packages, so no single download figure exists; azure-identity alone is 230.4M downloads/month. Repo-name entry used per the naming rule since there is no single pip name.
