style: merge Security Linters into Linters and Formatters

bandit (29.5M downloads/month) sorts last in the second tier behind pylint 65.2M and flake8 56.7M. The merged use case now holds 6 entries, past the hard cap of 5, by explicit maintainer override -- the list's first cap override, accepted knowingly.
