Peter Barker 0cfaec5d87 AP_Vehicle: move sitl init call much earlier in startup 
This was being called way too late.  It was overwriting values that were inserted into the simualted vehicle model by the .json model defaults

Peter Barker 0152769d19 AP_Vehicle: add an init method to SITL::SIM 
constructor ordering can mean that we construct SITL::SIMi before we construct SITL::AirspeedParm::varinfo

That leads to parameters not being initialised as there is no GroupInfo structure for the populate-from-defaults code to walk.

That can lead to division-by-zero when we divide by the simulated airspeed ratio.

Peter Barker dc1b52c64c AP_Vehicle: rename HAL_EXTERNAL_AHRS_ENABLED to AP_EXTERNAL_AHRS_ENABLED 
in preparation for making this an optional feature; a lot of people will want to go and put this in their hwdef files as soon as we do this!

Peter Barker 6338d10b5f global: create and use HAL_PROGRAM_SIZE_LIMIT_KB 
We will reserve BOARD_FLASH_SIZE for the internal flash on stm32 flash processors, use HAL_PROGRAM_SIZE_LIMIT_KB in the general code base.

Notable change here is that boards with external flash will start to get features only available with more than 2MB of program storage
