Peter Barker 369836a44b autotest: reboot vehicle before checking current waypoint seqno 
Even after we clear a mission the vehicle's current waypoint number remains intact.  This state of affairs can continue indefinitely.

This patch moves us to reboot the vehicle before checking the current sequence number is zero.

Peter Barker 837ae6658b autotest: loosen constrain on DO_CHANGE_SPEED 
we're really only after gross changes here, and that's taken care of by the three cases which are tested.

CI is getting values of 82 or 83 vs what I get on my machine here.  Vagaries of race conditions getting into this state, I believe.

Thomas Watson 7f277b2eeb autotest: improve test.Plane.CompassLearnInFlight robustness 
The test has always learned a marginal compass value (25-30, with
failure at 35) and since commit `a52f911b` it has usually failed on my
machine with a value of 40-45 presumably due to a small change in the
flight path. It also occasionally fails in CI with similar values;
presumably different machine speeds select a different part of the
flight during which learning occurs.

Fix the issue by flying a straight level path to allow time for the GSF
to converge, as that is used as the reference for learning according to
the code. This results in a learned value of 5-10 which is much closer
to the target and hopefully less sensitive to the particular machine.

Peter Barker 32c3bfa4b9 Revert "Tools: add and use ability to get HWDef for board out of BoardList" 
This reverts commit 721ed65003.

This commit causes issues on the 4.6 branch as hwdef.py doesn't exist.

We copy board_list.py back as part of build_binaries.py but not all of the hwdef.py files, so the script doesn't start.

It is unclear to me why we copy board_list.py back, it doesn't seem necessary or correct, rather build_binaries.py should adapt to whatever is on the branch it is trying to build.

Peter Barker cae92d86f4 autoest: loosen accepted errors on GPS blended/EKF affinity test 
the EKF solution is not staying withing 2cm of the GPS position.  2cm is really too tight when we're allowing randomness into the system anyway.

We'll still catch gross divergences, which is important.
