AP_Camera: mark CAMx_TYPE as requiring a reboot

add @RebootRequired: True to the _TYPE parameter metadata.

The driver backend for this sensor is allocated once during init at
boot; changing the type parameter at runtime has no effect until
reboot.  Annotate it so GCSes prompt the user to reboot.
