Nuno Marques 7808aa2498 docs(windows): add native SITL setup guide

Document the native Windows development path alongside the existing Cygwin and WSL pages. The new guide covers MSVC and MinGW setup, build invocation, multi-instance SIH usage, common lockstep troubleshooting, and how to use the new PowerShell setup helpers.

Add ROS 2 and uXRCE-DDS callouts for Windows-native workflows, including Pixi-based ROS 2 binary releases and multi-vehicle notes. Link the native page from the developer environment summary so users can find the supported Windows options without treating WSL as the only path.
