Richard 19abcec35c Make TextFile tests use isolated temp files 
Give each TextFile test case its own TestFile instead of sharing
textfiletest.txt in the CTest working directory. This prevents parallel
CTest runs from overwriting or deleting another case's input file.

Closes #26943.
