Vadim Zeitlin e1c72e28fc Add wxSVGGraphicsContext 
Allow using wxGraphicsContext API for SVG generation.

Also add wxSVGFileDC::Begin/EndLayer() and wxSVGLayer RAII helper.

Closes #26395.
