Vadim Zeitlin d3db9fd755 Try to make wxMSW high DPI manifest documentation more useful

Be more prescriptive in the manifest documentation and just say what
needs to be done.

Also link there from the high DPI overview as predefining
wxUSE_DPI_AWARE_MANIFEST is useless if wx manifests are not used at all,
which is the case by default with MSVS.

Closes #24813.
