Richard e652254fbe Fix wxDateTime::ParseFormat() with leap-day default ...

Clamp an inherited default day to the last valid day of the parsed
month/year when ParseFormat() replaces the year or month but not the
day, so a Feb 29 default no longer creates an invalid non-leap date.

Add a regression for parsing a year with a Feb 29 default date.

Fixes #14058.

Closes #27135.
