Richard 1515b8bac6 Make XRC uncentered dialog position explicit ...

The uncentered dialog sample claimed that omitting the centered tag placed
the dialog at screen coordinate 0,0, but MSW uses a port-defined default
dialog position instead.

Give the sample an explicit <pos>0,0</pos> and update the text to
describe the difference between disabling centering and choosing a
specific position.

Fixes #10850.

Closes #27035.
