PBandVadim Zeitlin eba106431a Allow running samples from MSVS in DLL configurations 
Create file samples/samples.props which adds the DLL build directory
to MSVS PATH in <LocalDebuggerEnvironment> property.

Add file samples.props to all MSVS sample projects.
