Lauri Nurmi fe18212385 Do not use !str for checking wxString emptiness 
While wxString::operator!() is a documented alternative to .empty() since
25 years, using it in just a handful of places in the codebase is not
consistent.

!str is arguably not very readable either, because std::string does not
have such an operator, and neither does e.g. Qt's QString. People would
generally except ! in the context of any kind of strings to check for null
pointer (char*), or an optional with a missing value (std::optional).

Vadim Zeitlin e43f913313 Remove all blank "Modified by:" lines from top comment blocks 
Having this line is not useful at all as it doesn't contain any
information and shouldn't be filled in the future as git-shortlog can
provide the information about people who changed the given file more
more reliably than consulting the comments in any case.

Keep the non-blank lines for historical purposes.

Vadim Zeitlin 4f4c5fcfdf Use nullptr instead of NULL in the code and documentation 
This is a combination of running clang-tidy with modernize-use-nullptr
check for some ports (GTK, X11, OSX) and manual changes to the ports for
which it couldn't be used easily (MSW, DFB) and also manually updating
the docs.

Also replace NULL with null or nullptr in the comments as this is more
consistent with the use of nullptr in the code and makes it simpler to
grep for the remaining occurrences of NULL itself.

And also use null in the assert messages.

Only a few occurrences of "NULL" are still left in non-C files, mostly
corresponding to unclear comments or string output which it might not be
safe to change.

Lauri Nurmi 66916c74a3 Fix double negatives used with 'neither' in docs and comments 
In many cases it should be 'either', and 'nor' should be 'or'
accordingly.

No changes to actual code.

Vadim Zeitlin 66c2bf7b1d Don't define __STRICT_ANSI__, we should build both with and without it. 
For some reason, wxDialUpManager code defined __STRICT_ANSI__ itself, don't do
it as __STRICT_ANSI__ can be predefined by the compiler resulting in the
redefinition warnings and, in any case, our code should build both with and
without it.

Vadim Zeitlin 3f66f6a5b3 Remove all lines containing cvs/svn "$Id$" keyword. 
This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.

If nothing else, this will make an eventual transition to Git simpler.

Dimitri Schoolwerth 6636ef8ddf Use wxString's empty() when checking if the string is (non-)empty throughout wx. 
Instead of constructs such as if "( s.length() )" and "if (s.length() > 0)" use "if ( !s.empty() )" instead. Similarly for "if (s.length() == 0)" or "if ( s.IsNull() )", use "if ( s.empty() )".
No code changes intended except for a few instances where a construct like "if ( s.length() && wxFileExists(s) )" was changed to not check the length of the string and let wxFileExists handle such cases.

Vadim Zeitlin 5276b0a53c Use wxDELETE() and wxDELETEA() when possible. 
Use wxDELETE[A]() functions which automatically NULL out their arguments after
deleting them instead of doing it manually.

Closes #9685.

Vadim Zeitlin e9670814f5 Use UTF-8 for all non-ASCII characters in the sources. 
Avoid mixing Latin-1, UTF-8 and Mac Roman (?) encodings in different source
files, use UTF-8 everywhere.
