On some Windows platforms locale information used in the number
formatting tests is not reported correctly.
Adjust CanRunTest() to skip running the tests on such platforms.
See #25675.

Add support for currency amounts, including functions for retrieving
currency symbol and currency code for the current locale and the
possibility to format such amounts according to the locale rules.
Allow retrieving more information about numeric values formatting, for
both numbers and currency amounts, including grouping information when
group separator is used and number of digits after decimal separator and
also use them when formatting numbers.
Finally add function to retrieve the measurement system (metric or
imperial) used by the current locale.

This is a combination of running clang-tidy with modernize-use-nullptr
check for some ports (GTK, X11, OSX) and manual changes to the ports for
which it couldn't be used easily (MSW, DFB) and also manually updating
the docs.
Also replace NULL with null or nullptr in the comments as this is more
consistent with the use of nullptr in the code and makes it simpler to
grep for the remaining occurrences of NULL itself.
And also use null in the assert messages.
Only a few occurrences of "NULL" are still left in non-C files, mostly
corresponding to unclear comments or string output which it might not be
safe to change.
This somehow succeeds when using gcc 4.8 under Ubuntu 14.04 or MinGW
5.3, so don't fail the tests in this case, but still warn about it
because it seems quite unexpected.
Just replace CHECK(!condition) with CHECK_FALSE(condition), this should
result in slightly more clear error messages.
Also make tests for long and long long more consistent.
This is necessary in order to deal with the numbers greater than
wxINT64_MAX that can't be represented in just long long.
It also allows to implement the intuitive handling of minus sign for the
unsigned numbers, i.e. not to accept it in FromString(), unlike the
standard functions which do (and parse -1 as 0xffff...fff).
Also extend the tests to check for more boundary cases.
Define a couple of helper functions to avoid over long lines or having
to break them and also align the tests vertically to allow scanning them
more easily.
No real changes.
We shouldn't add thousands separators nor remove trailing zeros for the
numbers in scientific format.
Also avoid "-0" as output.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

Don't include the possible leading sign in the span of digits to be grouped as
this gave nonsensical strings such as "-,123" when adding thousands separators
to "123".

Setting the locale in the ctor of the test object doesn't work because the
locale is changed by the other tests that run before this one, use the
initialization method provided by cppunit to change the locale instead, this
is somewhat wasteful but at least it does work, unlike the old version.

Add validators for integer and floating point numbers.
Add an example of their use to the validate sample as well as a new unit test
and documentation for them.
Use the new classes instead of wxTextValidator in wxGrid code.

It seems to make sense to allow using it for formatting and parsing long long
values as well as it can be done trivially using almost the same code as for
long.
It would be nice to support long double in a similar way but we don't wrap
C99 strtold() right now so it wouldn't be as simple, leave it for later.

Add the class itself as well as documentation and the unit test for it.
