Node v20 has gone EOL and will be removed from GitHub Actions soon.
This migrates all the GitHub Actions to use versions that are Node 24
compatible.
The only change of real substance is moving to the step-security fork of
gha-setup-vsdevenv which seems probably better than wx maintaining its
own fork.

After the changes 35c35c235e (Remove wxUSE_STL which is not really used
any longer, 2023-04-15) there were no more CI builds using wxString
without implicit conversion to "char*", so errors like the one fixed in
the parent commit were not detected any more.
Add builds using wxUSE_STD_STRING_CONV_IN_WXSTRING=1 which disables
conversions to "char*" in wxString to ensure this doesn't happen again.
Doing this in this way instead of just adding -Wextra and other options
to the compiler command line allows to use more stringent warnings for
our own code, but not for the third party libraries, that would usually
be compiled with the same compiler options as it.
This is a useful warning and we want to ensure that wx compiles cleanly
with it.
Note that it can't be used for gcc < 11 (it is supported by it since 5.1
but there are tons of false positives for the macros from wx/rtti.h with
the older versions) and only relatively recent clang supports this
gcc-compatible option.
Install it using the same action we use for Unix builds and put the
directory containing its wrappers in the PATH.
Note that we need to do it after adding Homebrew directory to the PATH
because it isn't there by default on our self-hosted runner even if it
is on GitHub Actions ones.
The latest go-httpbin version uses log/slog library only available
starting from this Go version, so ensure that we have it on our
self-hosted runner used for Mac CI builds.
Selecting multiple items (in wxTreeCtrl with wxTR_MULTIPLE flag) and then
deselecting them by clicking on the current item that is also part of the
selection should deselect everything but the current item without starting
to edit that item.
Exclude UI tests dependent on wxUIActionSimulator (i.e. those added with
WXUISIM_TEST), they were previously ignored under wxOSX anyway.
Also, exclude only LabelEdit testcase instead of the entire TreeCtrlTestCase
when running under Wine.
The cache is enabled by default but just results in a warning message
when using the action without any actual Go stuff to cache (that we
don't have).

Python version is too fragile and gets constantly broken by the changes
in Python ecosystem, so switch to the hopefully more stable Go version.
Closes#23398.
This can't be done for Ubuntu 18.04 because its libc version is too old
for node20 to run there.
Update version of all the actions we use to use node20 in them too.
Closes#24377.
wxString is always based on std::[w]string since 2c0c727f49 (Remove wx
own wxStringImpl implementation, 2022-11-16) and all containers use
standard containers by default too now -- and there is a separate
wxUSE_STD_CONTAINERS for this anyhow.
The only remaining use of wxUSE_STL was as the default value for
wxUSE_STD_STRING_CONV_IN_WXSTRING option, but it's not really needed
for this neither, and this option can just be set to 0 by default.
Also add wxUSE_CHAR_CONV_IN_WXSTRING which can now be set to 0 too to
disable all unwanted implicit conversions (even "safe" ones, to wide
strings, in addition to the unsafe ones to narrow strings that could be
already disabled with wxUSE_UNSAFE_WXSTRING_CONV) to allow people who
don't want to have any implicit conversions at all to do it.
Keep --enable-stl configure option for compatibility, but warn if it is
used to tell people that it is not needed any longer.
Remove the port files and references to it from the common headers and
elsewhere.
Also remove GPE (GNOME PDA Environment) support as libgpewidget is
unmaintained since 2006 or so and has never been really used.
Use __WXGTK__ to test for any version of wxGTK now. Still define
__WXGTK20__ for compatibility, but always define it now and don't test
for it in the library code.
This port hasn't been updated for ages and is not used by anybody any
longer, so remove its code to facilitate maintenance.
Also remove references to this port from the documentation and most of
the other places (VMS-specific descrip.vms files still check for it
because it's not clear how to update them all), including configure.
Regenerate the latter and rebake all makefiles.
Finally document that this port is not available any longer.
The previously used v2 uses node12 which is being deprecated by GitHub
and won't be any longer available soon, so switch to the currently
supported version.
Now that we don't use Travis CI any longer (and don't use httpbin on the
other CI providers yet), we can make our life much simpler by just using
Python 3.10 on all platforms instead of trying to find version-specific
workarounds for various python/pip/httpbin incompatibilities.

This seems to have been accidentally added in 6afd2e8f87 (Revert "making
sure CI builds don’t contaminated checked out directory on self-hosted
runner", 2022-04-17).
Run doxygen and copy the generated files to docs.wxwidgets.org.
Ignore the new workflow in all the existing CI ones, as changes to it
shouldn't require rerunning them.
