Vadim Zeitlin 3026cf6817 Add wxModalDialogHook::GetOpenCount() 
It doesn't cost almost anything to provide this function, as we already
track showing and dismissing all modal dialogs in this class, and it can
(will) be useful, so add it.

Lauri Nurmi 66916c74a3 Fix double negatives used with 'neither' in docs and comments 
In many cases it should be 'either', and 'nor' should be 'or'
accordingly.

No changes to actual code.

Closes #22723.

Mostly replace ungrammatical "allows to do" with correct "allows doing".

Vadim Zeitlin 691745ab41 Add a public wxModalDialogHook class for intercepting modal dialogs. 
Extract wxModalDialogHook from wx/testing.h into its own wx/modalhook.h,
extend it to allow to be notified not only about showing modal dialogs but
also about dismissing them and document it and show its use in the dialogs
sample.

Also replace all the WX_TESTING_SHOW_MODAL_HOOK macros occurrences with
WX_HOOK_MODAL_DIALOG.
