Robin Dunn b5c5355ba3 Move the language catalogs install directory on MSW from 'locale' to 
'i18n' to avoid conflict (and an import warning) with the standard
locale.py module.

Robin Dunn 7705c34da4 Add ability to time the creation of the bitmaps using raw access, and 
also compare with doing the same thign via numpy and
wx.BitmapFrombuffer.  Flesh out the docstring.

Robin Dunn d4a724d407 Make it possible to tell wxXmlResource which domain to pull
