"make clean" should not delete makedepend, since we now track this

Browse Source 
in CVS (makedepend contains local dependencies, not <stdio.h> and
so forth)...

The configure script didn't add -fpermissive or -fno-exceptions to
the CFLAGS and CXXFLAGS variables.
