* configure.in, rootfs/Makefile.am: Added conditional to make sure
	rootfs does not get built with networking is disabled.  Also
	added include of compile.am to rootfs/Makefile.am.
	* wrapup/Makefile.am: Added rootfs conditionally if networking enabled.
