Move RTEMS-specific Termios API content

Browse Source 
Remove obsolete support for OFILL, OFDEL, NLDLY, CRDLY, BSDLY, VTDLY,
and FFDLY which is not present on FreeBSD and not implemented in Linux.

Update #2833.
