Beth updates : Add CAN/SPI error monitoring. Adjusted arming state machine.

TODO: monitor CAN crc errors.
TODO: update beth board #1 to output at higher rate (important when azimuth starts to be controlled)
TODO: sin/cos corrections in estimator/controller
