1.Add SEGGER_SYSVIEW_RTT_CHANNEL option
2.SEGGER_RTT_BUFFER_SIZE_UP always default to 1KB
3.SEGGER_SYSVIEW_RTT_BUFFER_SIZE default to SEGGER_RTT_BUFFER_SIZE_UP
