hujun5 c45e4ac440 boardcrtl: change BOARDCTL_TESTSET to BOARDIOC_SPINLOCK ...

reason:
BOARDIOC_SPINLOCK can support the combined semantics
of disabling interrupts (irq), trylock, and spinlock.
