6b5dddd5d7 libs/libc: migrate to SPDX identifier 
Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

47faeeb360 tls: Move task_tls_alloc and task_tls_destruct to libc 
so task_tls_destruct can be called from usrspace, which is required by:
