Arnaud Pouliquen 0820a2e272 microblaze: suppress io 64-bit R/W access if 64 bit atomic not supported ...

As we can not grant an atomic access to a 64 bit if not supported.
the access type is in charge of the application to secure 2 32-bit
access to construct a 64 bit word.
