J. Nick Koston 9e1a3a02c3 Remove the bootloader cache ...

A plain OTA update never delivers the bootloader; the device keeps the
one it has, so caching what we build for it was solving the wrong
problem. The disable machinery (the CMake macro override, its drift
tripwire and the bt idf_target fix) stays; the next commits turn it
into an explicit skip switch for builds that will only ever flash over
OTA.
